I don't have the Virtual Console re-releases, but, according to Bulbapedia, local wireless communication between the games is possible, but it must be accessed through the Virtual Console menu. I'm not sure if you are able to access an internet server to communicate with your friends from far away, and it's not mentioned in the article.
