[HELP] What is Living dex and How do i get to the website?

Hello. What is the living dex? And where do i go to access it? Url Please! Thanks if you could explain!

A Living Dex is when you have one of each pokemon ( As you have Bulbasaur to Hoopa all 720 ) in game not just in your dex ( So one of every single pokemon and the ability to trade them to people to help them out )
