[S/M] How do I use downloaded rules?

I'm trying to use downloaded rules to practice for the upcoming competition, Mega Melee. I just want to know how to use them. I already downloaded the rules but don't know how to use them exactly? If anyone can help me I would really appreciate it.

As far as I know you can only use downloaded rules when your having a link battle with someone (not on battlespot). You just pick the rules that you want to use when you're setting up the battle
