Hoopa?

So I watched Justin's vid on the shiny hoopa and thought to myself "self, that's a cool pokemon. You need one." (Shiny or not.) And then self told me "go to the interwebs and find out how to get one." Sadly I couldn't find any solid info on how to get one. If anybody can help me out here that would be awesome. (I'm just asking for info, not a giveaway or trade. However I would be open to that. :P )

If I remember right, there was a very brief time that Hoopa and the like were capable through trade, but Nintendo [or whatever] patched that up really quickly so it's no longer capable.
If you wanted one yourself, you would need a cheating device. I believe Powersave is what used
