And to answer your question, you get one after you defeat Wally just before the Elite 4, you can get one as a gift if you defeat Sisters Scall & Ion in the Sea Mauville, just off route 108. I'm pretty sure Super training and Secret bases also give you them fairly regularly, but don't quote me on that :P
