Hey guys - recently found a quick way to pretty much guarantee fishing up a Feebas with your old rod - making it easy to chain for shinies!
On Rt 119 in ORAS, surf under the bridge next to the Weather Institute. It must be daytime. Make sure you and your bobber are under the bridge, in the shadow. These conditions greatly increase the chances of landing a Feebas (I've yet to see anything besides Feebas in both of my successful shiny chains).
Rain has not changed my results (although it has for others apparently).
