[ORAS] What are The IV´s and EV´s?

I want to know what they are, and how to know how much is maxed one.

IVs are Individual values. These are determined at birth of the Pokemon and cannot be changed (without the use of Powersaves). The max value for a stat is 31 and the IVs your Pokemon has determines the type of Hidden Power it has.

EVs are effort values. These are earned by defeating Pokemon and through Super training. The max number of EVs a Pokemon can have is 252 and a Pokemon can only have 510 EVs in total. Every 4 EVs counts as 1 point in a particular stat at level 100, which is why in Pokemon builds people will only include EV spreads which add up to 508, because the last 2 EVs do nothing.

You can know a Pokemon has a max IV in a stat by going to the man in the top right corner of the Pokemon Centre in the Battle resort. He will list the Pokemon's best stat and say 'it simply can;t be beat' or something a long those lines (it should be obvious, I just can't remember the actual line). He will also tell you the relative potential of the Pokemon. If you're hoping to battle competitively with a Pokemon, if it doesn't have 'outstanding potential' you probably won't have much success with it.

For EVs, you can have a good estimate from the image in Super Training (how big the triangles are leaning towardsa particular stat). If a stat is maxed out, you won't be able to use bags of that stat kind and won't gain any EVs through super training for that stat. Note that you can't max out every stat, so it is not always necessary to max out the EVs in one stat. You're often better off distributing the EVs to be able to serve a role better competitively (For an example of this, look at some Pokemon builds and you will see that Pokemon are often EV'd to survive certain attacks).

EV's or effort points are points that increase a stat and that 4 ev's = 1 stat increase and max out a 252 in each stat 510 max out on a pokemon. IV's or Individual values are values that are on each pokemon and cant be changed. each IV can max out at 31 and what we call perfect IV's or 6 IV are pokemon with 31 IV's in each stat. IV's can be manipulated by breeding. Hope this answers you question.
