Ok so, right now you cannot bring any pokemon from RBY to ORAS since well nintendo was like , that stuff is for Sun & Moon
As for games from RSE, and this is real brief, you need to bring it up gen by gen via its respectable ways and when you get them to B&W, use the poke transporter to put them into your pokebank. Pretty sure Jwittz did a video talking more indepth about this but yea
As far as I know, Pokebank is only compatible with X,Y and ORAS.
