The hoenn dex is only like 200 odd Pokémon. While I would have liked to see that for VGC '15 - I personally think that the Kalos dex rule worked because there was around 400 which gave you more pool to choose from, while having to be creative from the limited pool. I think because of how small the Hoenn dex is, I don't think it will be that. I mean, it could, but I don't think there will be much room for creativity and diverse teams.
On a side note, it looks like we will be getting official rules around mid December, with them taking affect on 1st of January!
