Okay, everyone.... this is POTENTIALLY the VGC format. NOTHING IS SET IN STONE!!! Stop thinking this is 100% the format. I'll tell you why this is not 100% yet:
1.) You are able to catch Non-Hoenn Dex before the Elite 4
2.) Ask yourselves "why wouldn't GameFreak not use all the new Mega Evos?"
*The Hoenn Dex is the only for sure, If anything is different then they will add all more Pokemon like the ones you can catch*
The only things that could be banned would be the Ubers and the pokemon on this list: http://serebii.net/omegarubyalphasapphir...able.shtml
