Question about XY Pokédex.

so I am trying to fill my x Pokédex but I’m a bit confused.

do you have to fill the national dex or the central, coastal and mountain Pokédex?

and If you need to fill the national, can you do it without Pokemon bank?

Yes to both.

And you don't need the bank to fill the National, but it helps.
