I think that this thread would be very helpful to you. On the second page is the QR codes that I got my Blissey bases from. weather also does a good job explaining how to get the bases and how to maximize the experience you can get from them. Hope this helps!

If I were you I would try a few times more to read some of those QR codes, try deleting all your 'secret base pals' first, then scanning those (I believe that's what helped when I tried to scan). Those blissey bases are far superior to the E4 and are also way easier
