Yeah, you can only get it through wireless (it spreads like a virus)
Just keep your 3DS on sleep mode until you get a green light, then check if it's an eon ticket (game doesn't need to be on, just sleep mode)
I would suggest looking up local Pokemon league locations and checking if anyone has it there... Then ask if they wanna streetpass you it (they don't loose it so idk y they'd say no?). That's what I did... I went to my university's Pokemon league and pretty much everyone there had it... Usually Pokemon leagues are done at local card/game shops
