In 2013 a Jirachi with the move Follow Me was released in Tanabata Japan.
I'm currently looking for a Jirachi with Follow Me, it's legitimacy doesn't matter to me as long as it has this move I couldn't really care...
If your going to Gen it please do me a favor and make it with this setup!
