It's not broken by any means, and i would say it is actually the least viable Ultra Beast in VGC17 due to presence of so many new Fairy types this year. It's cool, it has some tricks and it might work under certain circumstances but it won't be a top threat as Rogue already said.

Because it's a defensive build. It wouldn't make sense to give him a offensive nature, with a set that doesn't give off offensive pressure.
