what lvl is the arcanine?

It is lvl 30 I was planning on ev training it, but I would like to have one of my favorite pokemons lol

instead of shiny rayquaza, would you mind anything else? my rayquazas lvl100 and i already have an arcanine so i would like to trade a shiny thats about the same rarity for it

i could trade my rayquaza for the jirachi and arcanine. and yes i do have the mega-stone
