That's the first I've heard of it... then again, I was just going on the assumption that any pokemon can be traded via friend code. I have no doubt you can't trade Volcanion via GTS, but not being able to trade it via friend code would kind of surprise me.
I don't think you'll be able to trade Volcanion (with friends or GTS) since you need him to be legit to be traded.
When I mean legit, I mean the original place it came from.
Ex: The only place to catch Espurr is Route 6 in XY. If you mess up the location you met Espurr, for example, "Connecting Cave", you won't be able to trade him. Unless if you click "hatched from egg" and "received from Day Care Helpers".
Sadly, Volcanion hasn't received an event so I don't think this giveaway is possible.
