Its said to me "this pokemon decent all around, that's how i judge it anyway... its greatest potential lies is Sp. Atk stat... But you won't get anywhere fast with this low Speed stat." i don't understand very much IV's sorry

Alright. I don't really want it, then. That means it's Sp. Atk is 31 (Max) and it's Speed is 0 (Min).
