SO IT TURNS OUT, VOLCANION IS NOT TRADABLE THROUGH WI-FI. I WOULD LIKE TO SINCERELY APPOLOGIZE TO EVERYONE WHO ALREADY WANTED TO TAKE PART IN THIS GIVE-AWAY LOTTERY. I WILL FIGURE OUT A NEW ONE AND SET IT UP, HOPEFULLY IN THE NEXT COUPLE OF DAYS.

That's the first I've heard of it... then again, I was just going on the assumption that any pokemon can be traded via friend code. I have no doubt you can't trade Volcanion via GTS, but not being able to trade it via friend code would kind of surprise me.
