I'd go with Modest with 252 HP/252 Special Attack/4 Defense and run Hyper Voice / Moonblast / Psyshock / Shadow Ball with either Life Orb or Choice Specs as an item.

Here's the moveset for my Bijou
Bijou (Sylveon) @ Life Orb
Ability: Pixilate
EVs: 156 HP / 20 Def / 212 SpA / 4 SpD / 116 Spe (forgot what these accomplish though sorry)
Modest Nature
- Helping Hand (depending on the situation and when she has low HP)
- Hyper Voice (this is what you'll normally press)
- Hidden Power [Ground] (going for this will really need patience though unless...)
- Protect
