Does anyone know how to get good ivs on legendaries in gen 4 and 5 without cheating or having to soft reset?

There's no way you can get good IVs without cheating or soft resetting unless you get lucky on the first go.

I'm sorry but no. In generation 6 though you have sure 3 perfect IVs for legendaries
