you have to feed it Pokeblocks, if I remember correctly
Under key items, you find the Pokeblock kit as you enter your first contest (not sure about this, neeed confirmation) . You have to feed it blue Pokeblocks to raise beauty. you can check that after hitting summary on a pokemon, and navigating right with the d-pad

Yes, adizz00 is correct. Open up your Key Items and open up the thing that makes Pokéblocks. Just feed it a bunch of blue ones until it's beauty is maxed out. It's pretty quick to do and it's easy to make blue blocks as long as you have a decent amount of berries. After it's maxed out, just level it up!

I know how to get Milotic lol it is just i could not find the Thingy to make the blocks lol :D Thank you anyways
