If you want to chain fish in X/Y, you can catch an Inkay on Route 8 (Cliffside). If you play on ORAS, you can catch one in the Battle Resort, with a Super Rod.

It depends what moveset and what you want to defend against.

Personally, I say Cradily is a good choice for a Suction Cups opener.
