I know in the UK, there will be a Hoopa distribution at GAME stores between October 23rd to November 5th and ask a member of staff. This is for both XY and ORAS.

Ability: Magician
Moves: Hyperspace Hole, Psychic, Astonish, Nasty Plot
I'm not too sure about America or anywhere else, sorry.

November 27th 2015 to December 23rd 2015 at McDonalds restaurants. But apparently they removed the details for the event, so don't know if it's changing or cancelled.
