Can anyone teach Raichu the move surf from an older generation, Much appreciated!

Actually, you would need to get the Pichu with Surf from Pokemon Box, the equivalent of Pokemon Bank but as a game in gen 3 on the GBA, after depositing 1499 Pokemon. It's the only way to get one except with Pokemon Stadium on the N64. Sorry Sad
