Shiny Locked - Legendaries, Event Pokemon, in game given Pokes

Hey guys and girls!
Still new here, but I was wondering if any of you are willing to post up a highly exact list of what Pokemons are strictly shiny locked.
This will help everyone be certain not to waste time soft resetting for Pokemon that are locked intentionally.

The list should include Legendaries, event pokemons (exp. bank poke. trio that was recently given, or the three unova starters), pokemon that are given in game (including starters, the lucario in x, the often seen snorlax, etc.)

*Another reason I think it would be nice to have this clear list is so everyone can have an idea of what legitly can be obtained shiny or what cannot (by Soft Resetting).

Still do not have much information on event shinies (most speculate they are locked unless given shiny exp. the beldum w/metaggrossite), and not much on in game given pokes exp. lucario, snorlax, lapras, steelix, etc. (certain these can be SRed).

-Deoxys
-Rayquaza

In XY, they are
-Moltres
-Zapdos
-Articuno
-Xerneas
-Yveltal
-Zygarde

pretty sure that kyogre, groudon, deoxys, and rayquaza can be shiny in ORAS

They can through PowerSaves i believe not sure if you can Chain them.

I am fairly certain those 4 are indeed shiny locked as well. Multiple sources state so, and I've done a whole bunch of SR'ing on Rayquaza - which I eventually caught not shiny.
