I would remove Outrage and use Ice Punch there. Using Outrage traps you into a move and can give your opponent a free switch. Personally, I would run Return or Double Edge over Outrage or Ice Punch. Return/Double Edge hits harder and hits a wider range of Pokemon for more damage.
