I always make sure to use him when ever hazards were deployed (Spikes, Stealth Rock).
Spam Dragon Tail and EQ against fairies. Focus Sash mostly because of Dragon Tail's priority and Rocky Helmet to cover up some more damage against physical attackers.

Cool set, especially with the Rock Tomb slowing down foes! Does it work on Battle Spot?

Of course. Battle Spot isn't really coming close to OU but any Pokemon works with Garchomp.
I recommend Skarmory with Stealth Rock, Spikes, Whirlwind/Roar and Defog to start the set ups.
