Yes. Longer answer is: Sun and Moon are unlikely to require the bank to trasfore up, and should be able to connect directly to either X/Y or OR/AS to move them to the new generation. To move pokemon down from S/M to OR/AS or X/Y will probably require Pokemon Bank, assuming it's a new genoration.
