To answer your first question - you would get 36 Speed EVs in total for defeating both Zubat or 18 Speed EVs per Zubat you knock out.
To answer your second question - a single stat, in this case speed, can only have a total of 252 EVs put into it. You can't "waste" the remaining EVs. It's like feeding a Pokemon Vitamins, once it reaches the 100 Effort Point limit, you can't feed the Pokemon more of the same vitamin.
