To answer your second question - a single stat, in this case speed, can only have a total of 252 EVs put into it. You can't "waste" the remaining EVs. It's like feeding a Pokemon Vitamins, once it reaches the 100 Effort Point limit, you can't feed the Pokemon more of the same vitamin.

@Eugenio One follow-up to question 1: so you can only get the double effect once? According to Serebii, the SOS also doubles the number of EV Points received. And so does the Pokerus. So wouldn't that result in the EV Points being doubled twice or 36 EV Points (((1+8)*2)*2)?
