Cubones with Rock Head won't evolve into Marowaks with Rock Head. It's sort of confusing, but Rock Head is Cubone's first ability and Alolan Marowak's first ability is Cursed Body. So a Rock Head Cubone will evolve into a Cursed Body Marowak. In order to get a Rock Head Marowak you'll need Battle Armor Cubone.
