I've been using this moveset for 10+ years: 
Seismic Toss
Counter
Thunder Wave
Softboiled

Ability: Natural Cure (to combat Toxic)

Why try to improve upon perfection?  I only wish it had a 5th slot for one of my favorite moves: Heal Bell.
