I havent seen much Giratina or Ho-Oh currently on the upper ladder so I havent considered them as much of a threat as some of the others I put on this list. To be honest, Im not sure why I put Rayquaza on there.

i saw a blog post on the top 50 teams on the showdown ladder of the week; idk what link to lead you, as i reset my chrome; there isn't really Giratina-O at all, however i did remember seeing quite some ho-oh o those top 50 teams; i think it is still considerate.
