Action Replay Legal?

I don't know what a Qurtel is but if you just give it perfect IVs and change nothing else, the pokemon will be legal. Gamefreak can not tell/see the difference between a legit trained pokemon and a pokemon altered with PKhex or other means. As long as it's done properly. Don't give it anything that's not possible to get ingame.
