[DISCUSSION] Ugliest Pokemon?

Okay, I know this is a topic that has been discussed before, butI want to know what you guys think. What is the ugliest Pokemon? I personally think it's Shiftry. Every time I look at it I cringe.   

Also, what are its feet supposed to be?

The feet look like they are supposed to be japanese wooden sandals/shoes, they have the little wooden blocks at the bottom.
