Is there no way for Arcanine to learn Dragon Pulse in S&M?

If its not possible, would anyone be willing to take my Arcanine over to their US/UM, teach it Dragon Pulse, and trade it back?

@Bongo I've been a bit busy lately but I can help you — I can have the US/UM Dragon Pulse move tutor teach the move to your Arcanine, you just need to tell me which move you want it to forget.

Send it to me and I can probably trade it back a few minutes after that, one or two Mantine Surf Master courses should be enough for the BP.
