- For Houndoom, I forgot that breeding pokemon won't carry over pokeballs yets in Gen 4.  For its Met Location, make it caught on Route 7 at Lv. 15 (no relearn moves).  That should allow it to still be in the Luxury Ball.

- For Suicune, the Serebii Pokeball Legality page notes that Suicune can be in a Dive Ball if it's caught in HGSS on Route 25 at Lv. 40.

As far as I know, there aren't any shiny locks for legendaries just yet in Gen 4 and Dive Balls can be purchased in HGSS as well.  I'm also not trying to get the GAMESTP event Suicune, if that's what you're referring to here.

Let me know if it's still not enough to fix Suicune and we'll try something else with it.  Thanks! :D
