There's an IV checker in the Kiloude City Pokemon Center in XY and one in the Battle Resort Pokemon Center in ORAS. If you don't have access to those, I will help you check your IVs.

Although you want to aim for perfect 31 IVs, the ones in Attack, Defense, and Speed are not bad.

I would say so. I would breed it with a 6 IV Ditto holding a Destiny Knot to get the best results.
