Can you get ho-oh in omega ruby with its hidden ability Regenerator?

The only way you could get Regenerator Ho-oh and Multiscale Lugia is through the Pokemon Dream Radar, but you need Pokemon HG/SS to encounter the legendary Pokemon from each of those games, AND you need Black2/White2 to actually transfer the caught Pokes to your game
