[ORAS] Is Kyogre shiny locked?

As the title states, I was wondering if it is not able to be shiny from soft resets, ive reached the point where i can, but dont wanna waste time if its not available.
I ask here because the places I found around online say yes and no, and I dont know what to believe.

Yes, Kyogre is shiny locked. The only reason to soft reset is for a good nature.
The minute you think of giving up, think of the reason why you held on so long.
