To like... Gen and stuff you need pkhex I think. And you need like, The Legend of Zelda: Ocarina of Time 3D
to get to homebrew so you can use Pkhex to Gen. But with just powersaves you can edit and clone I believe. https://www.youtube.com/watch?v=3g0wEkeYtzs https://www.youtube.com/watch?v=ayAsH2RAhcY Those are not me, so no promotion, but I was just researching this and this is the most up to date videos.

NOTE: not all games are supported with powersaves, you can find a list at https://powersaves3ds.maximummemory.com be sure the game you're getting the device for is supported.
Now that that is out of the way, If you are getting a physical powersaves device, one that you plug into your pc/laptop via usb don't fret. Once you have it connected go to https://powersaves3ds.maximum-memory.com and select download for whatever your system is (Windows, Mac) once you have the software and look at your screen you should see a screen that resembles a log in window, you will most likely have to create a codejunkies account once all that's done input your account info and liscence key and you should be set The software you download in order to use your powersave device is your gateway to the codes as it accesses the server mentioned codes are stored on. The first tab is where you manage your save files auto back up should be enabled by default and my advice is to keep it that way, when you gen a pkmn or edit it will create a back up before any actions were taken. This back up also helps in case something goes wrong during genning, as you can imagine you don't want to turn off your system while gunning but say your pc freezes and corrupts your save game on the cartridge you can use the auto back to restore your game. You can also rename and delete saves. The second tab, I don't use it often is for uploading your own powersaves, say you're about to receive the March celebi from the mythical distribution event that runs all year and you save before that you can upload your save and then for someone that may have forgotten to get it can use the code you uploaded and get it. Or at least that's what I remember as far as that goes I don't know if it's changed or not, like I said I don't use it often. The last tab is the codes tab this is probably what you'll use most and obviously the reason of getting the powersaves device pretty self explanatory but here are all the codes the powersaves website lists for your game in this case Pokemon it may not have all the codes you want or it may take a while for one you want to be uploaded but most cases it pops up eventually.
