[REQUEST] Custom Vulpix

Hey Guys,
I need a vulpix made and sent to me for battling purposes.

pokemon:Vulpix
shiny:yes
IV's:Max
Ev's:Set him up for battling i don't understand ev's
Moves:Flamethrower,Rest,Hyper or Solarbeam,Fire Blast
Ability:Flash Fire
Nature:Timid
Held Item:Fire Stone
Gender:Male
NickName:Tails

The last move doesn't have to be Fire Blast but I couldn't think of any other move.

I cant breed now but I can tell you there are just 508 EV points available to use on each pokemon and the max is 252, so you cant say you want all of them maxed. You need to specify

what he mean was perfect IVs, not max EVs

He just edited it, it said: max EV´S. Anyways, I explained him about the ev´s
