The Masuda method for breeding a shiny is to have a pokemon and then another from another country. This can and probably usually is a ditto.
If you have a Metagross (in the U.S.) then you need to to find either a ditto or Metang/Beldum of opposite gender (I can't remember if steel has gender) from JPN, Europe or something...
Before ORAS came out, I was trying for shiny vulpix/ninetales on X/Y and did over 1000 eggs and had to give up because I had other things to do.
