I assume Impish or Relaxed Nature? Good on paper but Scrafty can't do anything against the things it can survive two hits to. That is nice and supportive set, but I think it'd love a Sitrus Berry more than a Lum Berry. Shed Skin will remove status though that gives up Intimidate. But being weak to Flying, Fighting and double weak to Fairy Scrafty really doesn't have much footing in VGC. It's got a nice matchup against Mega Gross that don't run Superpower but that's about it, really. Mega Kang won't have a good time but with support from a teammate it's gonna win the matchup against Scrafty.
Notes about your calcs:
Scrafty works best once it's counters are out of the way. In the fast games like VGC Scrafty's teammates don't have a lot of time to clear the way, and until Scrafty can get a safe switch-in it's deadweight. As a Fighting-type it's outclassed by Terrakion who isn't bird feed (and can hit back really hard), Conkeldurr, Machamp, Hariyama, and as a Dark-type it's outclassed by Weavile, who is faster and also provides Fake Out pressure and in general is usable turn one without having to bail out (since Scrafty is slower it'll move last, which is screaming for flinch hax and double targeting). Bisharp does better too, since Defiant and Steel-typing give it that edge Scrafty lacks, plus it's got more offensive stats and speed (though base 70 doesn't matter that much).
You set is alright. I'm assuming it'd be taking the glue/support role, since Snarl and Intimidate work well together (though again Scrafty's low speed mean Snarl will be used last). Knock Off is good though the previously mentioned Weavile and Bisharp will both hit harder. Drain Punch is of course for longevity but with base 90 attack and no real focus on improving that Scrafty will be lacking oomph to get much HP back, unless it's against something weak to Fighting (like Bisharp, Kang or Terrakion) which wouldn't show up unless Scrafty can be picked off due to a lack of recovery.
Here are some ideas off the top of my head, if you really want to use Scrafty:
If you really want to get unorthodox:
Okay I might not know everything and I might be hitting way off base with my sets but that's how I would use Scrafty. To be honest though I wouldn't use it in VGC, not since it's outclassed (imo) and now double weak to Fairy, which really gives a free OHKO against Sylveon and Mega Mawile (neither of which are bothered by Intimidate, though I haven't see much Mega Mawile in VGC2015 it still scores a OHKO at -1).
But that Trick Room set I made certainly has me interested in seeing how well it'd do in a Trick Room team. It has Fake Out support so it could help the TR setter on Turn One and sweep thereafter.
