Shiny Arceus; Legal or Illegal

I recently traded a Darkrai for a SHINY ARCEUS  :D  but i am debating whether this Arceus is legal or not. I want to know if i can put this Arceus in Pokemon Bank/Transfer so I can have him in Sun and Moon. I want to transfer this guy but i don't want to risk forfeiting my PB account.

Here is the information about the Arceus:

From Japan (but has english name)

All 4 moves PP maxed out (Judgement, Refresh, Calm Mind, Recover)

Has a ton of ribbons (one of them was Gorgeous Ribbin i think)

I'm pretty sure there was a Japan-only event for shiny Arceus. So yes, I think the Arceus is legal but most likely not legit, because of the IVs and nature.

I have already checked the Serebii event database and any event of Arceus has the meet location/Ot "Pokemon movie 15", I think it's hacked. :s

Technically speaking the event Arceus might be "legal" in retrospect, but we can't determine whether the Pokémon is hacked without looking at the met locations and memories. Will say that the Pokémon Bank hack checks can be faulty as I have multiple event Pokémon that have likely been edited or pkhex.
