It can't. The riddle doesn't say "I use block"; its in a couplet with a reference to its Steel typing, leading me to believe that it's a reference to its rock typing as opposed to the move Block. Aron is also small, tough, and can use Roar (even learning it naturally, which would make "hunters", trainers trying to capture it, frustrated when it roars them away). Finally, of the two Pokemon who would fit this aforementioned description, Aron is the only one that can be found in the wild.
