That is a 20- 40% damage difference, witch can be huge in doubles.
Both of these calculations result in a 2HKO, which leads me to see no point in investing those EVs into defenses. This set is for utilization on an intimidate team, so much of the time physical attackers will usually have -1 if not -2 attack and possibly a burn with teammates like Sableye, which I run. As well as the fact that the speed on this arcanine allows it to outspeed Heatran, even with max speed investment, meaning it can get a snarl off to lower its special attack. And again, this is where teammates that can support Arcanine come in handy. A protect can afford a teammate the turn to get some damage off when the enemy focuses Arcanine.

^The snarl cuts damage and allows your teammates for a much better situation, and at the very least allows a free hit when they switch out.
There are always going to be counters, it's how you support and play that determines success. No single poke is going to be unstoppable, or without weakness.
