Gyarados with Bounce

Can Gyarados learn Bounce in Sun and Moon? If yes, how?

Gyarados can only learn Bounce via Tutor Move from the previous installments and is "pokebank" only.

Yeah, I know it, so that means that I can't play Gyarados with Bounce in vgc17?

You can't even use potential tutor moves since there wasn't any in SuMo and you can't use past gen mons with tutor moves

Apparently spoke too soon as their is currently an Event SouthEast Asia Magikrap serial code event going on at this time. Note the "time" of this event, as chances are only a couple of people will have access to a Bounce Magikrap, even here.
