Honestly the way I see it, you can build a Mega Metagross to focus on either its natural bulk, physical offense, or speed. I remember making a quick Mega Metagross set for the "No Legendary" Tourney that went 10-0 and I used only Bullet Punch, Zen Headbutt, Hammer Arm, and Protect with a similar ev spread. Again my reasoning for that 252 HP / 28 Atk / 48 SpD / 180 Spd ev spread was Mega Metagross was already going to 2HKO most of the relevant threats in the game. Bullet Punch was just to pick off any weakened Pokemon, Hammer Arm was to deal as much damage to Steel types and Mega Kangaskhan as possible and Zen Headbutt was the go to STAB option which still had perfect coverage with Hammer Arm.
Mega Metagross is probably one of the best Mega Pokemon in the entire format because of how naturally bulky it is as well as punishment it inflicts with powerful Tough Claw boosted attacks. I really love how Game Freak just made Mega Metagross's new stat allocation balanced all round with a primary emphasis in speed. Even now I still can't even get over the fact how fast this metalic monster can be. Of course, Aegislash, Bisharp, Gengar, and Mega Kangaskhan will still give it problems but Metagross can be built with teammates with that not only protect Metagross but add important team synergy as well.
